April 7, 2015 – FREMONT, Calif. — DeVine Consulting, Inc., a leading provider of IT services to DoD agencies, was awarded the SeaPort Enhanced (SeaPort-e) Multiple Award Contract.
The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, and the United States Marine Corps complete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. All task orders are competitively solicited, awarded, and managed using the SeaPort-e platform.

Jeffrey DeVine Elected As NorCal CSBA President
Jan. 31, 2015 – San Francisco, CA. The results are in, and we are pleased to announce that Jeffrey DeVine has been elected to President’s role for the Northern California Certified Small Business Association (NorCal CSBA) on January 31, 2015.
Speaking of his new position, DeVine said, “I am thrilled to take up the responsibility and the challenge. After being a member for several years, I have benefited enormously from this organization. It is an honor to take the reins and lead the organization in the ever-changing world of government contracting. I look forward to playing my part in leading and supporting our members as we embark 2015.”
In his new role, Jeffrey plans on increasing membership participation and improving the Association as a whole.
“Having a small business myself, I know the hurdles and have felt the struggles of just trying to stay afloat,” DeVine added. “I want to share my success with our members. Staying active in the association is vital. NorCal CSBA encourages small business innovation. Mr. DeVine has been a NorCal CSBA member since 2008. The president’s appointment will be a two-year term, during which he is responsible for directing and overseeing all activities.

Jeffrey DeVine elected as the next NorCal CSBA President
DeVine Awarded Contract with Defense Information System Agency
Oct. 31, 2014 – FORT MEADE, Md. — DeVine Consulting, Inc., is pleased to announce that they have been awarded a $4 million contract to provide communication modeling and simulation engineering support for the Defense Information System Agency (DISA) in Fort Meade, MD.
With DISA’s unique software tools, workstations, and servers utilized for this effort, DeVine will provide on-going support to both NIPRNET and SIPRNET. To accomplish the Network Services Capability Center’s mission, DeVine will offer engineering analysis, assessment, and planning. We will also support the evolution from the existing circuit-switched architecture to a future IP converged environment.

DeVine Awarded Contract with Defense Information System Agency
October 9, 2014 – Monterey, CA — DeVine Consulting, Inc., announced that they have been awarded a contract to provide High Performance Computing (HPC) Support for the Naval Postgraduate School (NPS) in Monterey, CA.
Supporting both NPS and the National Capitol Region (NCR) campus, DeVine will cover the east and west regions. DeVine will work closely with the Digital Evaluation and Exploitation (DEEP) Research Group, providing support in, but not limited to:
- System architecture assistance
- Installation, update and upgrade operating systems on servers and
- LINUX System Administration

The HPC Center has created a hybrid computer that holds 48-core and 64-core nodes of AMD CPU’s. With over 100 terabytes of near-line hard-disk storage, 199 terabytes of ultrafast online DDN hard disk storage, and 475 terabytes of tape backup/archive capability, the hybrid cluster is accessible campus-wide.
Utilizing supercomputer systems, large datasets and other tools, NPS deals with projects that not only improves but advances security and science.

Defense Manpower Data Center awards DeVine $250 mil BPA
October 3, 2014 – Monterey, CA — Defense Manpower Data Center awarded DeVine Consulting, Inc a BPA Award to provide interoperability IT management services.
Since 1974, the Defense Manpower Data Center (DMDC) has evolved into a world leader in DoD identity management, serving uniformed service members and their families across the globe. The DMDC also serves as the central source for identifying, authenticating, authorizing, and providing information on personnel during and after their affiliation with DoD.
To support their Information Technology needs, the DMDC, has contracted with DeVine to provide an array of services including:

Lieutenant Paul Smith joins DeVine as Technical Program Manager
July 7, 2014 – Fremont, CA — Paul Smith was born and raised in Beaufort, North Carolina. He signed up for delayed entry into the US Navy during his junior year of high school and reported to Recruit Training Command, Great Lakes, in September of 1997. Upon completion of his initial training, he was assigned to the VAW-120 home-ported in Norfolk, Virginia and quickly mastered several different aircraft navigation systems.
December of 2005 upon completion of his Bachelor’s of Science in Electrical Engineering Technology degree from Old Dominion University in Norfolk, VA. As an Ensign he reported to Naval Maritime Forecast Center in Norfolk, VA and quickly learned Meteorology, qualifying as Forecaster in the Atlantic Ocean and Mediterranean Sea, Tropical Forecast Officer, and Command Duty Officer ensuring environmental safety to operations in concert with the Optimal Track Ship Routing Officers.In September 2008, he transferred to Naval Postgraduate School in Monterey, California; earning in Masters of Science in Meteorology and Physical Oceanography.
In July of 2011, Mr. Smith reported to the Operations Department at Fleet Numerical Meteorology and Oceanography Center successfully managing numerous collateral programs and producing new capabilities within eGENO, GBS, HWDDC and others complex programs. Paul is transitioning from Naval Service and is now DeVine Consulting’s newest member as the Technical Program Manager.

DeVine Consulting, Inc. Awarded Subcontract to Provide R&D Support for the Naval Research Laboratory
Jun. 5, 2014 – MONTEREY, Calif. — DeVine Consulting, Inc. is very pleased to announce that it has been awarded a time and materials subcontract by Science Applications International Corporation (NYSE: SAIC). The purpose of the prime contract # N00178-04-D-4119-EE01 awarded to SAIC is to provide Marine Meteorology Research and Development Support for the Naval Research Laboratory (NRL) in Monterey, Calif. The contract was awarded to SAIC on March 31 and has an estimated value of more than $7 million. The contract was awarded through the Seaport-e contracting vehicle.
NRL Monterey Atmospheric Dynamics and Prediction Branch focuses on basic research and scientific and technological development related to the analysis and prediction of atmospheric processes that impact fleet operations and mission planning. Specifically, the investigation and quantitative description of dynamics and physics of the lower atmosphere and air-sea-land interface, on scales that range from the turbulence scale to the scale of planetary weather systems.
The branch also develops on-demand weather impact information systems and transitions them to operations to support naval missions in a variety of warfare areas, most notably strike, marine and special operations, and chemical-biological warfare. Special focus is given to tropical cyclones, which affect fleet forces around the globe.
Under this task order, as a subcontractor to SAIC, DeVine Consulting, Inc., will provide Marine Meteorology Research and Development Support to address the underlying dynamical and physical mechanisms that lead to observed atmospheric structures, and develop quantitative data fusion and display products, and data assimilation systems and models, including coupled air-ocean-ice-land-space models, that allow the accurate numerical analysis and prediction of atmospheric conditions from tactical to global scales.

DeVine Awarded Oracle Data Warehouse Support Services Contract by Department of Industrial Relations
Jun. 5, 2014 – OAKLAND, Calif. — The Department of Industrial Relations (DIR) awarded DeVine Consulting, Inc. a task order to provide Oracle Data Warehouse Database services for the Division of Worker’s Compensation (DWC) in support of DIR’s mission to working conditions and to minimize the impact of work-related injuries for Californians. The single-award firm fixed-price/labor hour task order has a base period of performance of one year, and two one-year options. The task order was awarded under Department of Industrial Relations, using California Multiple Award Schedule (CMAS).
Under this task order, DeVine will be responsible to provide consultative services and technical assistances to support the Oracle Data Warehouse Database of the Electronic Adjudication Management System (EAMS). EAMS, is a web-based case management and document management system based on Curam and Filenet.

DeVine Consulting, Inc. Selected to Provide Program Support to Defense Manpower Data Center (DMDC)
Apr. 10, 2014 – MONTEREY, Calif. — DeVine Consulting, Inc. is pleased to announce that it was awarded a contract with the Defense Manpower Data Center (DMDC) to provide Virtual Lifetime Electronic Records (VLER) Program support. Our Business Analyst will work closely with various VLER team members to provide application support, development and documentation of business requirements.
The Defense Manpower Data Center (DMDC) serves under the Office of the Secretary of Defense to collate personnel, manpower, training, financial, and other data for the Department of Defense. This data catalogues the history of personnel in the military and their family for purposes of healthcare, retirement funding and other administrative needs. DMDC’s primary function has always been to support the information management needs of the Office of the Under Secretary of Defense for Personnel & Readiness (OUSD (P&R)) and its predecessors.
